The U.S. Commodity Futures Trading Commission (CFTC) is an independent agency of the United States government that regulates futures and option markets.

The CFTC releases a myriad of market reports ranging from Commitments of Traders (COT) to Bank Participation Reports. It also provides the latest press releases for relevant markets events. I am barely scratching the surface here. It is best to go to www.cftc.gov to find more information.

Regarding the GBP rally that you mentioned, many factors influence a currency. I doubt that reports from a regulatory body like the CFTC will have much influence on any currency.
